The emperor's first eunuch Tsao had beheaded General Yu and exiled his children away from China. As the children are escorted to the border of the Chinese empire Tsao sends over his secret police to kill the children. Martial arts expert Hsiao is summoned to protect the children from the enemies by the innkeeper Wu Ning, who was one of general Yu's lieutenant
