A news publisher receives information from a reporter about the death of Prakash Adi Narayana, a popular personality. He sends the information for publishing, and is later told that the information was a mistake. Fearful about the consequences, he seeks help from Bangaru Kotayya, a powerful criminal. Bangaru Kotayya makes the news come true by causing his death. He is so powerful that when the Chief Minister of the State disobeys him, he has him removed and appoints a new Chief Minister.
Kranthi is a happy-go-lucky college student. When his classmate Shanthi's younger sister Kavya goes missing, he helps her make a police complaint. However, the police behave badly and Kranthi tries to reach out to an MLA for help. Despite their best efforts, nothing works and they are shocked and disappointed by the corruption and greed exhibited by government officials and politicians.
Kavya returns home in a semiconscious state. She's taken to the hospital and diagnosed as having been raped. She passes away, but the truth is wiped away by the superintendent of the hospital, who pronounces her death as suicide.
Kavya's rapist is Bangaru Kotayya's son. Under Bangaru Kotayya's instruction, Kranthi is arrested for Kavya's rape and murder. With the help of the student population, Shanthi tries to fight back.
