Two men get into a conversation in a provincial bus stand. Shirish, who has inherited a piece of land in the village is going to the Land Registry. The other is a retrenched municipal administrator. The country they belong to is famine-stricken. The relief works are being manned by an unscrupulous mob of bureaucrats. Their tyrannical rule has afflicted the catchment area. The other recounts first-hand observation of the obscene displays of power. Shirish alludes to distant past experiences, in particular about the death of his father, an ex-deputy in the same department. He relates accounts from his father's diary which reveals much about his sudden renouncement of working in a corrupt office. The bus stand bares a mute witness meanwhile.
